### Putin says Russia will resume three-way talks only on a final peace deal, not a ceasefire

[Ongoing · day 5 ↗](https://news-digest.seanfloyd.dev/thread/1161)

Russia fired three waves of missiles, including ballistic missiles, at Ukraine and Kyiv hours after saying it was 'ready in principle' to resume peace talks with the US and Ukraine. Zelensky said the fresh Russian strikes show 'no change' in the Kremlin's position, noting that Moscow fired ballistic missiles just after US envoy Steve Witkoff met Putin. Putin said Russia is ready to resume three-way talks with Ukraine and the US but wants them to focus on the security parameters of a final peace deal, not a 'short' ceasefire.

**Why it matters**

By accepting talks while ruling out a truce, Putin keeps the diplomacy going and the fighting going together, and a Reuters exclusive reports the first Russian diesel from a Putin-Trump deal is already heading to the US.

**How reporting varies**

**NYT World:** Says Russia has sought to separate the Ukraine war from business deals and diplomacy with the US, and that the effort now appears to be working.

### Brent crude tops $114, highest since May, as Middle East risks and AI worries hit markets

[Ongoing · day 3 ↗](https://news-digest.seanfloyd.dev/thread/1166)

Brent crude climbed above $114 a barrel, its first time at that level since May, as traders weighed renewed Middle East supply risks. Traders are also weighing the risk of renewed U.S.-Iran hostilities, which could further disrupt Middle East oil supplies. Oil's rally is unfolding alongside a global stock selloff driven by concerns over the durability of the AI boom, though a tech selloff has since eased.

**Why it matters**

Investors face two shocks at once: dearer energy from Gulf conflict and a fragile AI-driven stock rally, so a fall in one market has fewer safe havens in the other.

**How reporting varies**

**Financial Times:** Frames oil and AI doubts as twin threats to markets.

**WSJ World:** Focuses on oil, citing U.S.-Iran hostility and Saudi infrastructure risk.

### US and Israel plan possible strike on Iran in early November, after both elections, NPR source says

The U.S. and Israel are preparing plans for a possible attack on Iran early next month, after the U.S. midterms and Israel's election next week, according to an anonymous person briefed on the matter who spoke to NPR. Israel first intended to strike in mid-October, but Trump objected, the source said.

**Why it matters**

NPR's Ruth Sherlock says the preparations may be meant to pressure Iran into a diplomatic deal, and that Netanyahu could use the threat of military action to form a unity government if Israel's result is unclear by November, so the timing may serve political as well as military ends.

### Macron meets student leaders for first time as France bans most Saturday protests and extends curfews

[Ongoing · day 5 ↗](https://news-digest.seanfloyd.dev/thread/1151)

Macron said on Thursday that 'illegitimate' protests would be banned in the coming days and blamed 'seditious' ultra-left groups and vandals for the unrest. Authorities banned planned protests in Paris, Lyon, Lille and Grenoble, a move some saw as an infringement on the right to protest, while Marseille and Lyon also banned protests and some towns allow only union-organised demonstrations. The Paris curfew has been extended to apply in certain areas every night from 11:00 p.m. to 6:00 a.m. until Monday morning.

**Why it matters**

The government is pairing bans with talks, but the students' demands, including a €1.5bn school-repair plan, go beyond the 3,000 substitute teachers and €1.1bn budget increase offered so far, so the street pressure it is trying to cap has no clear off-ramp.

**How reporting varies**

**Le Monde:** Warns the spreading protest bans and curfews risk straining the rule of law, citing sharp criticism of restrictions on movement and the right to march.

**The Guardian:** Frames Macron's bans as an effort to regain control of unrest, and reports lawyers' anger over fast-tracked riot trials.

### Egypt urges Yemen talks as parliament prepares Oct. 26 vote on backing Saudi Arabia

[Ongoing · day 19 ↗](https://news-digest.seanfloyd.dev/thread/1039)

The Houthis have been attacking Saudi Arabia's aviation and energy sectors for weeks, and the Dammam airport strike came as the U.S. told some diplomats to leave Saudi Arabia. Oil futures rose sharply after the Houthis launched fresh attacks on Saudi Arabia's energy infrastructure, with traders also weighing the risk of further U.S.-Iran hostilities. Egypt's foreign minister said Egypt wants to explore "every opportunity" to resolve the Yemen conflict diplomatically, ahead of a parliamentary vote next week on authorizing military support to Saudi Arabia.

### WHO calls Ebola outbreak 'complex' as US tightens air passenger screening

[Ongoing · day 12 ↗](https://news-digest.seanfloyd.dev/thread/975)

Switzerland says the Ebola patient in Nigeria, the Ugandan-born wife of a Swiss diplomat, did not travel to the Democratic Republic of Congo, and the case is believed to have been contracted in Uganda. Nigeria's health minister said authorities have no evidence that the country's Ebola case has spread into the wider community and urged calm. The World Health Organization warned that Africa faces a "complex" Ebola outbreak after the virus crossed from East Africa to Nigeria, the first case in West Africa.

### Ukraine says Starlink limits persist, a day after Trump said Musk lifted them

Trump said Thursday that Elon Musk had restored Ukraine's access to Starlink and its military version, Starshield. The Wall Street Journal reported that Trump called Musk and asked him to lift the speed caps. Ukrainian sources told the BBC that problems remain, with drones losing connection at speeds of 161km/h (100mph), and Le Monde reported only some units can exceed the earlier caps. Democratic Senator Richard Blumenthal has opened an inquiry into Ukraine's loss of Starshield access.

### Brazil's runoff is tied at 50% each in Datafolha poll, as diplomats discuss quick recognition of winner

A Datafolha poll shows Flávio Bolsonaro and Lula da Silva tied at 50% each ahead of Sunday's runoff, with a margin of error of plus or minus 2 percentage points, and the pollster's earlier survey had given the challenger a two-point lead. Lula accused Meta of interfering in the election to favour Flávio Bolsonaro and said his rival should be disqualified; Meta denies the accusation. Foreign diplomats in Brasília are discussing rapid recognition of whichever candidate wins Sunday's runoff, in part to head off any attempts to contest the result, four ambassadors told Reuters.

### US and South Korean officials see little chance of Trump-Kim meeting this year

US and South Korean officials see the chances fading of a meeting between President Donald Trump and North Korean leader Kim Jong-un in 2026, according to five people with knowledge of the situation cited by Reuters. In August, Trump said he planned to meet Kim later this year. Separately, Seoul has again proposed talks with Pyongyang on the land border, and South Korean lawmakers say the North has laid about 960,000 landmines along the frontier since 2024.

### BBC finds RSF systematically attacked el-Fasher hospitals; drought adds famine risk in Sudan

A BBC investigation found details of at least 43 separate attacks on hospitals and healthcare sites in el-Fasher from May 2024 to October 2025. UN rights chief Volker Türk called the findings "deeply disturbing" and said the attacks may amount to war crimes; the Rapid Support Forces (RSF) reject them as propaganda. Separately, Reuters reports that El Niño-driven drought could push Sudan back into famine: July–September rainfall was the lowest in over three decades, and the World Food Programme forecasts 350,000 more people in severe hunger by end-2026.

### Thousands rally across Venezuela for free elections in first national opposition protest in nearly two years

Thousands of Venezuelans marched in Caracas, Valencia, Maracay, San Cristobal and Maracaibo on Thursday, demanding free elections. The protest was organised by Vente Venezuela, the movement of exiled Nobel laureate Maria Corina Machado, who says a vote must be held by July 2027. No election date has been set since US forces captured Nicolas Maduro in January; interim President Delcy Rodriguez leads the country, and Trump has said elections would come but that it is too early, according to Der Spiegel.
