### Macron refuses interior minister's resignation after French riots, admits 'failures' in anticipation

President Emmanuel Macron declined Interior Minister Laurent Nuñez's offer to resign, saying he should stay to restore order within the police. Nuñez admitted Monday that police "lost control" in some cities during the weekend's violent protests, and Macron acknowledged "failures in anticipation and intelligence". Reports put arrests at about 2,000 to 2,400, with hundreds of police and firefighters injured; Der Spiegel reports about 1,000 officers hurt.

**Why it matters**

Keeping the minister whose police admitted losing control leaves the government owning the security failure, and the Financial Times reports French bonds fell as recriminations flew, adding to a debt-cost problem already in the news.

### Egypt pledges 'all necessary' support to Saudi Arabia as parliament delays vote on sending troops

[Ongoing · day 15 ↗](https://news-digest.seanfloyd.dev/thread/1039)

Egypt's presidency said on Sunday that Egypt is ready to provide Saudi Arabia with the support it needs to defend its security and stability. President Abdel Fattah el-Sisi called on Egyptian lawmakers to authorize military assistance to Saudi Arabia, saying any support would be defensive, and Egypt's defense chiefs pledged to support the kingdom after the Houthi attacks. The Saudi-led coalition and the Houthis traded strikes on Sunday as fighting intensified, disrupting daily life for residents of Riyadh.

**Why it matters**

Egypt joined the Saudi-led coalition in 2015 but played a limited combat role, and any deployment now could make it a Houthi target, while the Houthis' hold near the Bab el-Mandeb strait threatens a key Saudi oil export route.

**How reporting varies**

**WSJ World:** Argues Saudi Arabia's advanced weaponry has not stopped the Houthis, a resilient foe, exposing the kingdom's military limits.

**WSJ World:** Reports that some Wall Street leaders are weighing skipping next week's Future Investment Initiative conference in Saudi Arabia over the Riyadh attacks.

### Russia says it downed 1,015 Ukrainian drones in one night as St Petersburg oil sites burn

[Ongoing · day 2 ↗](https://news-digest.seanfloyd.dev/thread/1158)

Ukraine launched more than 1,000 drones at Russia in one of the largest strikes of the war, setting oil facilities in St Petersburg ablaze amid rising tensions between Kyiv and Washington. The overnight drone attack on St Petersburg and the Leningrad region killed one person and injured 15, according to local authorities, and hit oil facilities, logistics sites and data centres. Trump has criticized Kyiv's attacks on Russian oil infrastructure, according to reporting on the St Petersburg strikes.

**Why it matters**

Kyiv is escalating against Russian oil sites just as Trump, who has waived some Russia sanctions and struck a diesel import deal, is pressing it to stop, so the strikes widen the gap with Washington.

**How reporting varies**

**Al Jazeera:** Frames the strike against deepening US-Ukraine tension, citing Trump's criticism of Kyiv's oil attacks and his hold on new sanctions on Russia.

**Straits Times:** Leads on the Kremlin's response that Ukrainian attacks will not alter Russia's war aims, citing Russian reports of a refinery and depot hit.

### Rubio denies any pause in US intelligence sharing, a day after Zelensky said it was restored

US Secretary of State Marco Rubio said "there has been no pause" in intelligence sharing with Ukraine, speaking in Uzbekistan on Monday. On Sunday Zelensky told NBC's Meet the Press that sharing had been interrupted but was later "deblocked" and "now it works". Ukraine relies on US intelligence to spot fast-moving Russian ballistic missiles, and officials had said some strikes came without warning.

### Trump endorses Netanyahu a week and a half before Israel's close Oct. 27 election

US President Donald Trump endorsed Prime Minister Benjamin Netanyahu on Sunday, calling him a "great warrior prime minister" and a "partner for peace" against Iran. Haaretz reported Trump hinted the "wrong" Israeli leader might push the US to "finish the job" on Iran. Reuters says Arab voter turnout could decide the tight race, in which Arab-led and ultra-Orthodox parties could hold the balance of power.

### Iran says Hormuz reopening offer still stands; Qatar warns energy shock has yet to peak

Foreign Minister Abbas Araqchi said on Sunday that Iran's offer to reopen the Strait of Hormuz within seven days is still on the table, while accusing Washington of dishonesty. Iran's conditions include lifting the US blockade of its ports, lifting US sanctions on its oil exports and ending hostilities on all regional fronts. Separately, Qatar's deputy prime minister, Sheikh Saoud bin Abdulrahman Al Thani, said on Monday that "we haven't reached the peak with respect to energy" and rejected transit fees for the strait. Washington insists on addressing Iran's nuclear programme from the outset, and Iran's security chief said last week that talks have stalled.

### WFP cuts monthly Gaza food aid for 500,000 people, citing funding shortfall

The UN World Food Programme said Monday it will cut the number of people getting monthly aid in Gaza from 1.6 million to 1.1 million. Families will also get one food parcel instead of two, and daily hot meals fall from 250,000 to 150,000. The agency says it received less than half its usual 2026 funding for Palestinian territories and needs $450 million over six months; about 1.4 million people, two-thirds of Gaza's population, face crisis-level food insecurity or worse.
